MINUTES - REGULAR MEETING OF THE BOARD OF EDUCATION

 

June 14, 2006            6:30 P.M.       Educational Services Center

 

The Board of Education of the Bloomington Public Schools, School District 87, McLean County, Illinois, met in Regular Session.

 

Ms. Marianne Clancy, Board Secretary, established a quorum and the following Members were present: Mrs. Cheryl Jackson, Mr. Keith Davis, Mrs. Millicent Roth, Mr. Joseph Butcher and Mrs. Janet Smith, Board Vice-President.  Mr. Uvaldo Herrera, Board President and Mr. John Dirks were absent.

 

Present from the administrative staff were Mr. David Wood, Mr. Barry Reilly, Mrs. Sally Tucker and Dr. Robert Nielsen.

 

      Ms. Linda Aschenbrener, Public Relations Facilitator, was also in attendance.

 

      Present from the news media was Ms. Sharon Wolfe, The Pantagraph.

 

A public hearing for the Amended 2005-06 Regional Vocational System (RVS) Budget was held.

 

Mrs. Smith stated, "In accordance with Section 17-1 of the School Code, the Board of Education will now hold a public hearing on 2005-2006 amended budget for the Regional Vocational System.

 

The RVS prepared an amended budget in tentative form for the fiscal year ending June 30, 2006 which this Board reviewed at its May 10, 2006, meeting.

 

The tentative amended budget has been on file for public inspection at the Educational Services Center for District 87 for over thirty days and public notice of the availability of the budget was published in The Pantagraph on May 12, 2006.  The tentative amended budget is on display in the rear of the room.

 

During the public hearing, Mr. Tom Frazier, Director of the RVS, will summarize the amended budget and the Board and members of the public will be given an opportunity to discuss the amended budget.

 

When all discussion has concluded, the public hearing will be adjourned.

 

At this time, Mr. Frazier will present a summary of the amended budget.”

 

Mr. Frazier stated that on May 10, 2006 he presented a summary of the McLean-Dewitt Regional Vocational System Amended Budget.  He stated that no changes have been made since that presentation.  Amendments were made due to increases in revenues through the Perkins Grant and the State Career Technology Education  Improvement (CTEI) Grant.  He stated that expenses matched the intensions of the increases of the grants.

 

Mrs. Smith asked “Is there any discussion from the Board?”

 

Mr. Davis asked if Mr. Frazier could see any changes in attendance trends over the next few years?

 

Mr. Frazier stated that the State increase in graduation requirements will take electives away and that could affect the number of students that are able to take Career Tech Ed (CTE) programs.

Mrs. Smith asked “Is there any discussion from the public?”

 

There was no discussion from the public.

 

Mrs. Smith stated, “the Public Hearing is now concluded."

 

Mrs. Smith presented the Minutes for approval.  It was moved by Mrs. Jackson, seconded by Mr. Davis, that the Minutes of the Regular Meeting of the Board of Education held on May 24, 2006 and the Minutes of the Closed Meeting of the Board of Education held on May 24, 2006 be approved.  Upon a roll call vote, Mr. Davis, Mrs. Jackson and Mrs. Smith voted “Aye”.  Mrs. Roth and Mr. Butcher “Abstained” as they were not in attendance at those meetings.  Motion carried.

 

Mrs. Sally Tucker, Assistant Superintendent of Curriculum and Instruction, presented the Terra Nova Results for the District for Grades 1 and 2 for Fall 2005 and Spring 2006.

• Those students who were with us for the entire school year.

• Those students who participated in fall and spring testing.

• Throughout the data there is an upward trend from fall of Grade I through spring of Grade 2.
