The normalcy clue of Prohibition connects to the article because Prohibition was an effort to stop the consumption of alcohol in the United States.  The article is about a “new drunken driving law that will increase penalties for repeat offenders”.  The article and Prohibition are connected because they involve government efforts to use laws to control the drinking of alcohol by citizens.
